The Single African Air Transport Market (SAATM) embodies a bold initiative towards continental integration, yet its success is contingent upon addressing entrenched protectionism, fiscal inefficiencies, and the neglect of passenger rights. Through a comparative analysis of Western paradigms, including the European Union's Single European Sky and the United States' deregulation, this study distills critical lessons for African aviation reform. This research advocates for a comprehensive overhaul, emphasizing the imperative of a binding supranational authority, standardized passenger protections, and a specialized African Aviation Tribunal. By embracing a rules-based regime and empowering a centralized regulatory body, Africa can unlock its aviation potential, fostering a unified, efficient, and prosperous sky that prioritizes economic growth, safety, and consumer welfare.
