Abstract
The adoption of electronic procurement (e-procurement) systems is a key public sector reform
aimed at improving efficiency, transparency, and accountability. However, many public
institutions in Uganda continue to experience challenges in fully adopting these systems due to
organizational and human-related factors. This study examined the role of change management
in the adoption of e-procurement systems at the National Forestry Authority (NFA), Uganda.
The study specifically focused on communication, training and user support, and stakeholder
engagement.
Guided by Kotter’s 8-Step Change Model, the study employed a cross-sectional research design
using a mixed-methods approach. Data were collected through questionnaires and key informant
interviews and analyzed using descriptive and inferential statistical methods. The findings
revealed a positive relationship between change management practices and the adoption of e-
procurement systems. Effective communication, adequate training, and active stakeholder
engagement were found to enhance system utilization, efficiency, transparency, and user
satisfaction. The study concludes that effective change management is critical for the successful
adoption of e-procurement systems in public sector organizations.
