INTERNATIONAL PUBLIC SECTOR ACCOUNTING STANDARDS AND THE QUALITY OF FINANCIAL REPORTING IN PUBLIC SECTOR ORGANIZATIONS IN UGANDA

dc.description.abstractThe study will be set against international public sector accounting standards and will take the form of a case study of selected IPSASs in Uganda, with the aim of improving the quality of financial reporting in the public sector enterprises of Uganda. It has focused on the investigation of the impact of financial statement preparation (IPSAS 1), evaluating the impact of cash flow statements (IPSAS 2), and assessing the impact of public sector financial information disclosure (IPSAS 22) on the quality of financial reporting in public sector Ugandan organizations. This study was carried out using a cross-sectional survey research design where both quantitative and qualitative research approaches were also used. The data was collected using questionnaires and interviews during the data collection, both purposive and simple random sampling methods were used. A sample size of 52 respondents who are the staff of the Parliament of Uganda was also used in the study. The study found that the implementation of IPSAS 1, IPSAS 2, and IPSAS 22 significantly enhances the quality of financial reporting in Uganda's public sector, with each standard improving key areas such as transparency, accuracy, relevance, and stewardship. Strong positive correlations were observed between these standards and financial reporting quality—IPSAS 1 (r = .754**, p < .05), IPSAS 2 (r = .733**, p < .05), and IPSAS 22 (r = .717**, p < .05)—indicating that adherence to these IPSAS guidelines substantially boosts the accuracy, reliability, and transparency of financial disclosures. Lastly, the study recommended the need for enhancing training and capacity- building for public sector accountants, strengthening internal controls and auditing processes, investing in upgraded financial reporting technology, periodically reviewing and updating the IPSAS implementation framework, increasing stakeholder engagement on IPSAS benefits, and conducting comparative studies between successful and challenged IPSAS implementations to improve financial reporting quality in Uganda's public sector.
