The impact of African focused exchange programs in reshaping U.S- Africa relations

Abstract
The paper talks about the impact the Africa-centered exchange programs have on U.S-Africa developmental relations and government outcomes in the continent with special emphasis on Uganda. The research was guided by four objectives:
(1) To document governance influence of intensive exchange programmes, such as the Mandela Washington Fellowship, Fulbright, and the Africa Presidential Scholars Program;
(2) to determine the success of the Global Livingston Institute in its in-country, reciprocal model compared to the traditional unidirectional designs;
(3) to comprehend how digital platforms contributed to the dynamics of alumni networks and what new risks have appeared; and
(4) to identify the conditions that make exchange programs more likely to lead to equitable, long-term partnerships.
The interpretivist approach, involving the documentary analysis of the program materials and the evaluation reports and correspondence with three main informants, who were selected on a case-by-case basis (Mr. Ryan Grundy and Ms. Lia Russell of the Global Livingston Institute and Mr. Edgar Mwine of the Konrad Adenauer Stiftung Uganda), was adopted as the qualitative approach. The thematic content analysis was used to interpret data.
The results show that exchange programs are invariably connected to individual level governance effects - attitudinal change, professional network and normative reorientation but seldom result in institutional or policy-level change unless by coincidence, deliberate re-integration support, curricula which focus on African traditions of governance and program designs which reflect prevailing power asymmetries. The research suggests that greater investments in post-exchange support should be allocated, the two-way exchange models should be expanded and the risk of digital governance of alumni in politically restricted settings should be given more attention.
