Abstract
This study examined e-procurement implementation constraints and their effect on procurement performance at Abrah Shopping Centre, Mbale, using a census of 24 respondents (21 returned, 84%). ICT barriers, especially high equipment costs, software incompatibility, and poor connectivity, and organisational barriers, particularly setup costs, financial limitations, and staff fear of automation, were the dominant constraints. E-procurement adoption,It is only moderate as basic electronic ordering is gaining more momentum as compared to digital supplier sourcing. The overall performance is only moderate but respondents are confident that when constraint is resolved performance will be improved.
Correlation analysis showed moderately strong relationship between both type of constraint and performance (r=0.423, r=0.371). Study recommended investment in ICT in stages, policy for e-procurement to formal, change management for the staff and government support in a structured way for private retail businesses in regional cities.
