| dc.description.abstract | This dissertation investigates Uganda’s compliance with the Abuja declaration.It is framed with in a qualitative methodology and the study employs doctrinal analysis of legal instruments, scholarly literature and policy frame works to explore the extent Uganda has complied with the Abuja declaration. Uganda, though a signatory to the Abuja declaration, it has consistently not complied with its commitment under the declaration of allocating 15% of its national budget to the health sector due to persistent challenges such as weak enforcement mechanism, high donor dependency. The research reveals that Uganda’s noncompliance with the Abuja declaration has greatly affected the health sector such as inadequate essential medicine, poor medical facilities, under staffing, inequalities hence affecting the equity and universal health coverage in Uganda. This study emphasizes that the underfinancing of the health sector undermines the progress towards equity and health development as well fulfilling the Abuja declaration. It concludes that Uganda should increase the health funding so as to fulfill its commitment under the Abuja declaration. Key recommendations include increased health financing, increased domestic funding, enforcement mechanisms. Ultimately the research affirms that Uganda has not complied with its obligation under the Abuja declaration of allocation at least 15% of its national budget to the health sector. | |
