    GREEN PROCUREMENT PRACTICES AND SUPPLY CHAIN MANAGENT IN PRIVATE COMPANIES: A CASE OF GRACE FORM (U) LTD MBALE BRANCH.

    ABSTRACT This research was undertaken to examine green procurement practices and supply chain management in private companies. It was guided by three objectives; to find out the effect of e-procurement on supply chain management of grace form (U) Ltd, to analyze the effect of lean supply on supply chain management of grace form (U) Ltd, to assess the effect of supplier engagement on supply chain management of grace form (U) Ltd. The researcher used a sample size of 36 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective showed that e-procurement has a significant effect on supply chain management of grace form (U) Ltd. Supported by the following responses; 66% were positive to the statement that the firm implements e-procurement as a strategy due to increased competitor activity; 44% were positive to the statement that the firm continues to rely on mainly traditional procurement systems even through more advanced technologies are available; 50% were positive to the statement that the firm has faced a number of challenges in implementing E-procurement. Results of the second objective revealed that lean supply has a significant effect on supply chain management of grace form (U) Ltd. Supported by the following responses; 42% of the respondents were positive to the statement that there is supplies of products to the end customer in the most efficient manner possible, 55% of the respondents were positive to the statement that the firm incurs lower inventory costs, it can be observed that 56% were positive to the statement that there is an increase in productivity and flexibility. Results of the third objective showed that supplier engagement has a significant effect on supply chain management of grace form (U) Ltd. 61% forming the majority were positive to the statement that respondents basically focus on creating long term relationships with suppliers, 47% were positive to the statement that respondents simplify the process of working together as much as possible, 59% had a positive response to the statement that respondents understand each vendor and personalize the approach. There is need for superiors to employ inventory management strategies for tracking inventory levels and timing replenishment to combat this waste and reduce costs, so that an ecommerce business has just the right amount of inventory on hand just in time to meet customer demand.

    SUPPLIER SELECTION AND SUPPLIER PERFORMANCE IN PROCURING AND DISPOSING ENTITIES: A CASE STUDY OF MBALE DISTRICT LOCAL GOVERNMENT.

    ABSTRACT This study aimed to investigate the relationship between supplier selection and contract performance in local governments, focusing on Mbale District. The research employed a cross-sectional design, with a study population of 45 and a sample size of 40 respondents. Specific objectives included examining the relationship between problem identification and contract performance, assessing the relationship between criteria formulation and contract performance, and analyzing the relationship between supplier qualification and contract performance. The findings revealed that problem identification significantly influenced contract performance, with a p-value of 0.042. Additionally, criteria formulation was found to have a strong correlation with contract performance, with a p-value of 0.031. Supplier qualification also showed a significant relationship with contract performance, reflected by a p-value of 0.028. The study concluded that effective problem identification, well-formulated criteria, and thorough supplier qualification are critical for enhancing contract performance in local governments. It recommended that local governments should prioritize these factors to improve contract outcomes, focusing on refining these areas to achieve better performance.

    E-PROCUREMENT ON ORGANIZATIONAL PERFORMANCE IN UGANDA. CASE STUDY: THE NORMA FREIGHT SERVICE (U) LIMITED KAMPALA.

    ABSTRACT This study examines the effectiveness of e-tendering, e-catalog management, and e-purchase order automation at Norma Freight Service Limited in Kampala. Utilizing a survey of 320 respondents and employing SPSS for data analysis, both descriptive and inferential statistics were applied to identify critical factors influencing these e-procurement processes. The findings highlight that proper governance and training significantly predict successful e-tendering implementation, with governance showing a stronger effect. Effective e-catalog management is influenced by system usability and data accuracy, with usability having a slightly higher impact. For e-purchase order automation, process efficiency and error reduction are crucial, with efficiency being the more significant factor. Based on these results, the study recommends enhancing governance structures, improving training programs, designing user-friendly systems, ensuring data accuracy, optimizing processes, and implementing error minimization measures. These improvements are expected to enhance e-procurement efficiency, reduce errors, and improve overall organizational performance at Norma Freight Service Limited. The research concludes by discussing the practical implications and suggesting directions for future studies to further explore and enhance the effectiveness of e-procurement systems.

    SUPPLY CHAIN INTEGRATION AND CUSTOMER SATISFACTION IN PUBLIC ENTINTIES: A CASE OF BUDAKA HEALTH CENTRE IV

    ABSTRACT This research report was undertaken to examine supply chain integration and customer satisfaction in public entities. It was guided by three objectives; to explore the effect of information sharing on customer satisfaction in Budaka health centre IV, to analyze the effect of supplier management on customer satisfaction in Budaka health centre IV ,to determine the effect of supply chain agility on customer satisfaction in Budaka health centre IV. The researcher used a sample size of 45 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective showed that information sharing has a significant effect on customer satisfaction in Budaka health centre IV.. Supported by the following responses; 80% were positive to the statement that information sharing allows individuals and teams to work together more effectively by sharing insights, knowledge, and resources; 66.6% who were also the majority were positive to the statement that information sharing eliminates duplication of efforts, reduces time wastage, and promotes streamlined processes, leading to improved efficiency. Results of the second objective revealed that supplier management has a significant effect on customer satisfaction in Budaka health centre IV. Supported by the following responses; 66.7% of the respondents were positive to the statement that supplier management helps identify the most cost-effective suppliers and negotiate better pricing, ultimately reducing expenses, 66.6% forming the majority were positive to the statement that effective supplier management ensures that suppliers adhere to quality standards, resulting in improved product quality and customer satisfaction. Results of the third objective showed that supply chain agility has a significant effect on customer satisfaction in Budaka health centre IV. 73.4% forming the majority were positive to the statement that enhancing supply chain agility can minimize disruptions and supply chain risks, 51.1% were positive to the statement that improved supply chain agility enables organizations to better handle unpredictable demand fluctuations. Budaka health centre IV should foster collaboration and build strong partnerships with suppliers, vendors, and other stakeholders in the supply chain. This can enhance communication, information sharing, and enable better coordination during unpredictable events.

    ABSTRACT This research report was undertaken to investigate on supply chain digitalization and customer responsiveness in manufacturing industries. It was guided by three objectives; to assess the effect of technological advancement on customer responsiveness of textile industry Jinja (U) Ltd ,to analyze the effect of risk management on customer responsiveness of textile industry Jinja (U) Ltd, to determine the effect of collaborative partnerships on customer responsiveness of textile industry Jinja (U) Ltd. This research used a sample size of 36 respondents, questionnaires were used to collect data which was later analyzed using the statistical package for social sciences. Results of the first objective shows that technological advancement have a significant effect on customer responsiveness of textile industry Jinja (U) Ltd by 9.8%, Results of the second objective reveals that risk management affects customer responsiveness of textile industry Jinja (U) Ltd by 7.5% while results of the third objective show that collaborative partnerships affects customer responsiveness of textile industry Jinja (U) Ltd by 2.4%. It can be concluded that technological advancement have a significant effect on customer responsiveness of textile industry Jinja (U) Ltd, followed by risk management and lastly collaborative partnerships. The management of textile industry Jinja (U) Ltd should optimize existing digital tools and communication channels to better serve customers. Businesses can use customer relationship management (CRM) systems to maintain accurate and up-to-date records of customer interactions, preferences, and feedback, enabling more personalized service.

    PROCUREMENT ETHICS AND CONTRACT PERFORMANCE IN LOCAL GOVERNMENTS: A CASE STUDY OF MBALE DISTRICT LOCAL GOVERNMENT

    ABSTRACT This research aims to investigate the impact of procurement ethics on contract performance within the Mbale District Local Government. Procurement ethics, encompassing principles such as transparency, confidentiality, and accountability, are crucial for ensuring effective and equitable public procurement processes. This study will analyze how ethical practices influence the execution and outcomes of contracts in the Mbale District, a region characterized by significant public-sector procurement activities for example rehabilitation of boreholes, construction of school pit latrines and many others. By examining procurement processes and their adherence to ethical standards, the research seeks to highlight the correlation between ethical behavior and contract performance metrics, such as timeliness, cost-effectiveness, and quality. The research will employ a mixed-methods approach, combining quantitative data from procurement performance reports with qualitative insights from interviews and surveys of key stakeholders, including procurement officers, CAO, District Information Officer, assistant CAO, Human Resource Officer, Records Officer, CDO, Production Officer, Finance Officer, Health Officer, District Engineer and Education Officer, and secretary service commission and other stakeholders in contract management. This methodology enabled a comprehensive assessment of how variations in ethical practices impact contract execution and overall performance. The study also explored specific ethical challenges encountered in the district, such as corruption or favoritism, and their implications for procurement outcomes. By identifying these challenges, the research aims to provide actionable recommendations for enhancing procurement ethics and improving contract performance. Ultimately, the findings of this research contributed to the broader understanding of how ethical procurement practices affect public sector efficiency and effectiveness. The insights gained could inform policy reforms and best practices not only within Mbale District but also in other similar contexts. By fostering a culture of ethical procurement, local governments can better ensure that public resources are utilized efficiently and that contracts are performed to the highest standards, thereby improving service delivery and accountability in public administration.

    Logistics Outsourcing and Procurement Performance in Local Governments: Case of Mbale District Local Government

    The research was undertaken to investigate on logistics outsourcing and procurement performance in Mbale district local government. It was guided by three objectives; to find out the effect of technological advancements on procurement performance of Mbale district local government, to assess the effect of risk management on procurement performance of Mbale district local government, to analyze the effect of regulatory compliance on procurement performance of Mbale district local government. The research study used a sample size of 45 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective shows that technological advancements positively (Beta=0.153) predicts the procurement performance of Mbale district local government and effect is significant at p-value < 0.05. by 9.6%, Results of the second objective reveals that risk management positively (Beta=0.224) predicts the procurement performance of Mbale district local government and effect is significant at p-value < 0.05 by 7.7% while results of the third objective show regulatory compliance (Beta=0.091) predicts and affects their procurement performance of Mbale district local government. However, its effect is insignificant at p-value > 0.05 by 2.1%. It can be concluded that risk technological advancements has a significant effect on procurement performance of Mbale district local government, risk management has a significant effect on procurement performance of Mbale district local government council and lastly regulatory compliance has a significant effect on procurement performance of Mbale district local government. There is need for government to integrate advanced digital tools and platforms that streamline procurement processes. This includes adopting e-procurement systems to automate and standardize purchasing activities, using data analytics for informed decision-making, and implementing block-chain technology to ensure transparency and traceability in the supply chain.

    Procurement Risk Management and Contract Performance in Local Governments: A Case of Mbale District

    The study investigated procurement risk management and contract performance in local government, focusing on Mbale District. It aimed to assess the effects of supplier selection, contract management, and financial stability on contract performance. Utilizing a descriptive research design, the study sampled 45 out of 51 respondents from various departments including PDU staff, contract committee members, accountants, cashiers, health officers, stakeholders, and auditors. The results indicated that supplier selection had a strong positive correlation of 75% with contract performance, while contract management was correlated at 70%. Financial stability showed the highest correlation of 80% with contract performance. The study concluded that improving supplier selection processes, enhancing contract management practices, and ensuring financial stability are crucial for optimizing contract performance. Recommendations were made to address these areas to achieve better outcomes in procurement and contract management.

    Public Procurement Principles Compliance and Value for Money in the Procurement Process of Uganda’s Local Governments; a Case of Mbale District Local Government

    The aim of the study was to examine the effect of public procurement principles compliance on value for money in the procurement process of Uganda’s local governments. The specific objectives of the study were: To evaluate the relationship between Mbale District Local Government’s compliance with the accountability principle and value for money in the public procurement process: To examine the relationship between Mbale District Local Government’s compliance with the competition principle and value for money in the public procurement process: To evaluate the relationship between Mbale District Local Government’s compliance with the confidentiality principle and value for money in the public procurement process. The case study used designed questionnaires to collect data from a sample of 96 respondents. Quantitative data was analyzed using the SPSS computer-based software, employing both descriptive and inferential techniques, while qualitative data was summarized into themes and quotes. The study found that the transparency principle was significant in predicting value for money, with an R square value and a regression coefficient (Beta = -0.218, p value = 0.202). This indicated that the transparency principle had a positive and significant impact on predicting value for money. Furthermore, the accountability principle showed an R square value of 0.314 and a regression coefficient (β = 0.218, p value = 0.202), signifying a positive and significant effect on value for money. Additionally, the competition principle had a significant effect on predicting value for money, with p-values of 0.000 (less than 0.05), and an R square value of 0 (Beta = -0.194, p value = 0.227). The study concluded that value for money improves with better budgetary management. It recommended that Mbale District Local Government should ensure that the Procurement and Disposal Unit (PDU) adheres to public procurement principles while undertaking the procurement process. Failure to comply with these principles should result in punishments for all those involved.

    Outsourcing and Organizational Performance in Public Entities. A Case Study of Mbale City Council

    This study sought to investigate the effect of outsourcing and organizational performance in public entities. The study objectives were; to establish the effect of outsourcing planning on organization’s efficiency in Mbale City Council.; to establish the effect of supplier selection on organizations effectiveness in Mbale City Council; and to examine the effects of Supplier relationship management on organizational performance on organizational performance on organization’s reliability in Mbale city Council. The study population was 58 respondents with the sample size of 55 (3 executive, 15 senior workers, 30 other workers and 10 support workers) selected using Krejcie and Morgan (1970) table of sample size determination, from the public entities in Mbale city. The study employed stratified random sampling techniques in coming up with a sample size of 55 respondents. The primary data collection methods used was a questionnaire. The collected data was analyzed using descriptive statistics in SPSS version 20. Linear and Multiple regression analysis were also used to determine the effect of the independent variables on dependent variables. The study found that outsourcing use of organizational performance was significant in affecting outsource planning with R square value = 0.124(12.4%) and β = .352 with p-value = 0.003<0.05. The regression coefficient of outsourcing use of organizational performance was positive and significant in affecting outsource planning. Further the study found that outsourcing use of supplier selection had R square value = 0.261 and β = .511 with a p-value = 0.000<0.05. The regression coefficient of supplier selection was positive and significant in predicting outsourcing. The study further found that outsourcing use of supplier relationship management had significant effect in predicting s outsourcing with p-values of 0.000 less. The study recommended that Outsourcing at Public entities should be improved in order to improve on cost efficiency. Outsourcing at Public entities should be improved in order to improve on profitability.

    Procurement Planning and Contract Performance in Local Government (Case Study of Nakapiripiriti District Local Government)

    This research report was undertaken to examine procurement planning and contract performance in local governments. It was guided by three objectives; to find out the effect of supplier management on contract performance in Nakapiripirit district local government, to assess the effect of risk management on contract performance in Nakapiripirit district local government, to determine the effect of supplier selection on contract performance in Nakapiripirit district local government. The researcher used a sample size of 45 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective showed that supplier management has a significant effect on contract performance in Nakapiripirit district local government. Supported by the following responses; 80% were positive to the statement that the goal is to ensure that suppliers meet the buyer's expectations in terms of quality; 66.6% who were also the majority were positive to the statement that there is an improved relationship with suppliers; 62.3% who also constituted the majority were positive to the statement that the entity is in position to identify inefficient and unreliable suppliers quickly. Results of the second objective revealed that risk management has a significant effect on contract performance in Nakapiripirit district local government. Supported by the following responses; 66.7% of the respondents were positive to the statement that the team remains focused, 66.6% forming the majority were positive to the statement that there's better quality data for decision making, it can be observed that 64.5% were positive to the statement that budgets rely less on guesswork. Superiors should be proactive by addressing issues, challenges and problems as they arrive prevents them from festering into something more serious that is to say early and frank discussion and action that build trust and respect, regularly review the deliverables and performance where every contract manager wants to know that they are receiving the service they need and to the standard they expect.

    This research report was undertaken to examine on supply chain integration and organizational performance in private sectors. It was guided by three objectives; to explore the effect of information sharing on organizational performance of Mt. Elgon millers Ltd, to analyze the effect of supplier management on organizational performance of Mt. Elgon millers Ltd, to determine the effect of supply chain agility on organizational performance of Mt. Elgon millers Ltd. The researcher used a sample size of 44 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective showed that information sharing has a significant effect on organizational performance of Mt. Elgon millers Ltd. Supported by the following responses; 62.3% who also constituted the majority were positive to the statement that organizations that actively promote information sharing among employees exhibit higher levels of innovation and productivity. Results of the second objective revealed that supplier management has a significant effect on organizational performance of Mt. Elgon millers Ltd. Supported by the following responses; 64.5% were positive to the statement that the organization has proactive monitoring systems experience lower product defects and higher customer satisfaction. Results of the third objective showed that supply chain agility has a significant effect on organizational performance of Mt. Elgon millers Ltd. 55.5% had a positive response to the statement that supply chain agility facilitates shorter lead times, improved response to demand fluctuations, and higher product availability, leading to enhanced operational efficiency and cost reduction. There is need to encourage employees to work together and share information freely. This can be achieved through team-building activities, open communication channels, and creating cross-functional teams that encourage collaboration. Utilize communication tools like project management software, instant messaging platforms, and video conferencing to facilitate information sharing among employees.

    Strategic Sourcing and Competitiveness in Supermarkets. A Case of Abrah Supermarket

    The research was undertaken to investigate on strategic sourcing and competitiveness in supermarkets. It was guided by three objectives; to assess the effect of supplier relationships on competitiveness in supermarkets, to analyze the effect of risk management on competitiveness in supermarkets, to determine the effect of supply chain management on competitiveness in supermarkets. The researcher used a sample size of 40 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective shows that supplier relationships positively (Beta=0.153) predicts the competitiveness in supermarkets and effect is significant at p-value < 0.05. by 9.9%, Results of the second objective reveals that tax risk management on positively (Beta=0.224) predicts the competitiveness in supermarkets and effect is significant at p-value < 0.05. by 7.8% while results of the third objective show that supply chain management (Beta=0.091) predicts and affects their competitiveness in supermarkets. However, its effect is insignificant at p-value > 0.05 by 3.5%. It can be concluded that supplier relationships have a significant effect on competitiveness in supermarkets, risk management has a significant effect on competitiveness in supermarkets and lastly supply chain management have a significant effect on competitiveness in supermarkets. There is need Abrah supermarket to regularly communicate with suppliers to maintain a strong relationship. Keep them updated on sales data, inventory levels, and upcoming promotions. This will help them plan their production and ensure the timely delivery of products. Work together with suppliers to forecast demand and plan production accordingly. Sharing information about upcoming promotions and sales targets can help suppliers prepare in advance and ensure they have sufficient inventory. Negotiate competitive pricing, payment terms, and discounts with suppliers. This can help reduce costs and increase profitability, making the supermarket more competitive.
