Item Accountability and Service Delivery in Local Governments in Uganda: A Case-Study of Bukedea District Local Government(Uganda Christian University, 2024-08-03) Clement EmugeThe study was focused on the role of accountability in service delivery in local governments in Uganda: A case study of Bukedea district Local government. It was guided by three research objectives; to identify the effect of political accountability on service delivery in Bukedea district, to establish the effect of managerial accountability on service delivery in Bukedea district, to determine the effect of financial accountability on service delivery in Bukedea district. The study employed a cross sectional research design which was deemed fit for the research problem under investigation. Data from 60 respondents was collected and analyzed quantitatively The study found out that there are a number of accountability mechanisms which included monthly meetings, budgeting, financing community projects like water facility, health unit centres, school facility among others. It was also discovered that accountability and service delivery in Uganda especially in Bukedea district local government is faced with serious challenges which include; illiteracy, limited funds, corruption among others. The study concluded that there is a lot that needs to be done to streamline accountability in Local governments in Uganda especially in Bukedea district local government. Basing on the findings of the study, the following measures were recommended; Local governments should have clear hierarchies, based on a transparent attribution of functions and involvement of the local communities, every local government should have some freedom to organize itself institutionally, to manage its own affairs and to finance some services by itself. The basis for autonomy lies in democratic legitimacy, as only popular elections of the legislative councils ensure full accountability, the states should establish a council for the distribution of resources among localities, with the membership of commissioners, in addition to abdicating some tax-revenues to localities, Local councilors should also be responsible enough to monitor and supervise projects among the local community to alleviate poverty, they should have voice to question commissioners and local govern inspector at all the Payment they are operating.Item ACCOUNTABILITY AND SERVICE DELIVERY IN THE PUBLIC SECTOR IN UGANDA: A CASE OF MBALE CITY NORTHERN DIVISION MBALE CITY(2024-10-09)ABSTRACT The study explored the topic: Accountability and Service Delivery in public sector: A case of Kampala City Council Authority (KCCA), Kampala District. The specific objectives were: To examine the effect of political accountability on service delivery in Kampala City Council Authority; To establish the effect of legal accountability on service delivery in Kampala City Council Authority; and to examine the effect of administrative accountability on service delivery in Kampala City Council Authority. The study adopted a cross sectional study design-case study design with a population of 40 and a sample size of 36 (Krejicie and Morgan, 1970). Data sources included; primary, secondary and documentary reviewed method (DRM); Data collection was questionnaires and interviews which also were used to design the questionnaire tool and interview guides. The study tested three hypotheses using the Pearson correlation, regression analysis and analysis of variance technique. The study revealed that political accountability had a significant effect Service Delivery since the p-value 0.04 was less than the significance level (0.05) and p-value (0.036) is less than the level of significance. The study concludes that political and legal accountability are the only ones that had a significant strong effect on service delivery. The study recommends that; On accountability methods, the government must establish strong public-private partnerships both formal and informal stakeholders and ensure selecting the private contractors is through a competitive legal method; the council should ensure that they hold continuous trainings and educating the locals on what exactly is the meaning of accountability for a uniform conceptualization of what exactly is accountability. The areas for further research should be on how best the private contractors can help the poor to find out whether poor accountability in KCCA is a failure on the part of the workers or the council. need to have a strong governing board that is able to regularly monitor the performance of top management against key resultant areas of their job descriptions. The central government ministry responsible for the oversight of this organization should step up her supervisory role to ensure effective governance in this organisation.Item ADMINSTRATIVE DETERMINANTS ASSOCIATED WITH HEALTH SEEKING BEHAVIOR AMONG WOMEN OF REPRODUCTIVE AGE (25-45)(2024-09-23) ODONGO LEVIHealth seeking behavior (HSB) is the act of making a decision to seek or not to seek health care from qualified medical personnel when not feeling well. In its widest sense, health behaviors’ includes all those behaviors’ associated with establishing and retaining a health state, plus aspects of dealing with any departure from that state (WHO, 2013). The purpose of was to find out the factors associated with health seeking behavior among women of reproductive age of Amugu health center 111. To find out the socio-economic factors; the institutional factors and the environmental factors which influencing the health seeking behavior among women. The study used descriptive survey design where both qualitative and quantitative research approaches of data collection methods, analysis and presentations were used. Data was collected using self administered questionnaires, observation checklist and interview guide. Purposive sampling was used to select the wards and simple random sampling to select the participants. SPSS version 17 was used to analyze quantitative data and tables were used to analyze qualitative data out of 212 respondents, almost all the respondents 94.3% were female. 33.0% of respondents had attained primary level, 47.6% attained secondary level while 16.5% attained tertiary/university level of education. On the side of the statements on factors influencing use of PPE, the majority of the respondents agreed with the statements that were studied in relation to Institutional, Environmental and Socio-economic factors influencing the HSB of women. The majority of the respondents agreed with the factors influencing HSB among women. Improving women’s education and employment status can play a dual role in enhancing both women’s autonomy and healthcare-seeking behavior.: The problem of “poor” health seeking behavior among women requires behavioral change interventions, such as, behavior change messages via all media sources, community health sensitization which is gender sensitive, behavior change motivation strategies like: setting up facilities that caters for only women of reproductive age to preserve their privacyItem CONTRIBUTION OF INCENTIVES ON THE PERFORMANCE OF HEALTH WORKERS IN BUKEDEA HEALTH CENTER IV(2024-10-04) BYAKIKA MIRAMAbstract Improvement of health has become a global commitment where governments and other development partners have all risen to ensure its attainment. This study sought to establish the influence of incentives on the performance of health workers in Bukedea health center 1V. The key predictors to employee performance were ; the role of monetary incentives in motivating health workers' performance, the role of support supervision in motivating health workers' performance and the challenges Bukedea health sector faces in motivating health workers in Bukedea Health center IV, The Methods used were drawn from both quantitative and qualitative approaches. Descriptive and case study research designs were used to come up with qualitative and quantitative data from the 60 respondents who were either health workers deployed in Bukedea health centre 1V or politicians serving the supervisory role in Bukedea district local government. A purposive and simple random sampling technique was used to identify the respondents. Purposive random sampling was used to get the actual respondents to be interviewed. Results; Using thematic analysis, the researcher came up with the following findings: The employer provides monetary incentives to the health workers however the employees feel the financial incentive is low and has affected their performance. 74% of the respondents emphasized that monetary incentives have not increased efficiency and improved their customer service 78% also responded that monetary incentives have not led employee satisfaction. As for support supervision, 59% of the nurses agreed that they receive support supervision, while 29% dis-agreed. Of those who disagreed, they were asked to explain why they were not getting that support supervision, their responses were; lack of recruitment of senior cadres, some supervisors have retired, too much workload from supervisors. The concluded that monetary incentives given to health workers in Bukedea district are very limited, There is low support supervision given to lower cadres, supports supervision in principle is a necessary and a very important tool that needs to be promoted in the medical fraternity.The power holders in the ministry of health and Bukedea district local government need to come out and try to create and consistently strengthen a good motivation environment for health workers, but most especially the lower cadres.Item Contribution of Motivation on the Performance of Primary School Teachers in Bungokho Sub County(2024-09-02) Gift Pande NalukoweThis study explores the impact of motivation on the performance of primary school teachers in Bungokho Sub County. Recognizing that teachers play a critical role in shaping educational outcomes, the research examines various motivational factors, including intrinsic and extrinsic motivators, job satisfaction, and professional development opportunities. Through a mixed-methods approach, data were collected via surveys and interviews with teachers and educational administrators. The findings indicate that motivated teachers demonstrate higher levels of engagement, creativity in lesson planning, and improved student interactions, leading to enhanced academic performance among students. Conversely, lack of motivation correlates with increased absenteeism and lower teaching effectiveness. The study concludes that fostering a supportive and motivating environment is essential for improving teacher performance, ultimately contributing to better educational outcomes in the region. Recommendations for policy interventions and future research avenues are discussed to further enhance teacher motivation and effectiveness.Item CONTRIBUTION OF PARENTING STYLES ON GIRL CHILD SECONDARY SCHOOL COMPLETION IN ABIM SECONDARY SCHOOL IN ABIM DISTRICT(2024-10-24) OGWANG JOHN O_BPAM_2024.pdfThis research investigated the contribution of various parenting styles on the completion of secondary education by girls in Abim Secondary School, Abim District. Understanding the influence of parenting on educational outcomes is crucial, particularly in contexts where female education faces significant challenges. The study focused on four primary parenting styles: authoritative, authoritarian, permissive, and neglectful, examining their impact on factors such as academic performance, school attendance, motivation, and psychological well-being among female students. Utilizing a mixed-methods approach, the research combined quantitative surveys with qualitative interviews involving students, parents, and educators to gain a comprehensive understanding of how parenting practices affect girl child secondary school completion. The study finds that authoritative parenting, which balances discipline with emotional support, is most conducive to academic success and higher completion rates. In contrast, authoritarian and neglectful parenting styles are associated with increased dropout rates, largely due to the negative effects on students' self-esteem and motivation. Permissive parenting also poses challenges, as a lack of structure and guidance can lead to poor academic discipline and performance. The findings underscore the importance of promoting positive parenting practices through community-based education programs that emphasize the role of parental involvement and support in ensuring girls' educational success. Additionally, the study advocates for stronger partnerships between schools, parents, and community organizations to provide the necessary resources and support systems that can help girls overcome challenges associated with less effective parenting styles. By addressing these issues, the research aims to contribute to strategies that improve girl child secondary school completion rates in Abim District, thereby enhancing opportunities for gender equality and empowerment in the region.Item CONTRIBUTION OF SAVING AND CREDIT COOPERATIVES ON HOUSEHOLD POVERTY REDUCTION IN KONGUNGA TOWN COUNCIL, BUKEDEA DISTRICT LOCAL GOVERNMENT(2024-09-06) OCHEKA PAULABSTRACT The study sought to find out the effect of village savings and loan associations on household economic welfare in Kongunga Town Council, Bukedea District. The study was guided by the research objectives which included examining the contribution of loans on Household Poverty Reduction, assessing the contribution of savings on Household Poverty Reduction and establishing the contribution of financial literacy trainings on Household Poverty Reduction. The study used a mixed research approach where descriptive research design was used. A sample size of 109 respondents was used and simple random sampling as well as purposive sampling methods were used to select respondents for the study. The researcher used Questionnaires and interview guide for data collection and data was analyzed using SPSS. The findings revealed that education of the children was made possible through loans acquired, opening up of the business entities is through loan provision and family income has increased and acquisition or hiring of new manpower is realized through provision of loans. Consultancy services are capable of boosting welfare of households as it enables prompt and efficient access to reliable financial data and helps strengthen financial controls, improving the provision of government services, raising the budget process to higher levels of transparency and accountability. The findings reveal that SACCOs educate clients on how and to where to invest loans, SACCOs give loans to clients who have saved more gifts, and SACCOs use measures to communicate and remind clients to pay the loans when they default. In conclusion, the findings show that loans were disbursed when all requirements are met, income levels of customers were considered when giving a loan, and SACCOs provide clients with a loan repayment schedule and that SACCOs teach people on how to open up an account, SACCOs educate the clients on how to use loans obtained, and SACCO have motivating factors that help members to save more. The researcher recommends that Village savings and loans associations need to continue encouraging clients to save more in order to improve on their household income, and that they need to consider income levels of customers before giving them a loans as this may minimize on loan defaulting. They also need to continue educating clients on how and where to invest loans in profitable ventures.Item Contribution of Technical Supervision on Delivery of Health Care Services in Namatala Health Center IV in Mbale City(2024-07-25) Christopher BuyelaTechnical supervision provides clinical oversight and guidance to healthcare providers, ensuring that medical practices adhere to evidence-based guidelines, protocols, and standards of care. This study assessed the effect of technical on the delivery of health care services in Namatala Health Center IV in Mbale City. Specifically, the study investigated the effect of spot supervision on the delivery of health care services, the effect of performance improvement initiatives on the delivery of health care services as well as evaluation of routine supervision on the delivery of health care services in Namatala Health Center IV in Mbale city. The study adopted a descriptive research design. This design was preferred because according to Kigenyi (2017) a descriptive research design is useful in collecting views from a large sample. Since the researcher intended to obtain in-depth data about the effect of technical supervision on the delivery of health care services in Namatala Health Center IV, a descriptive survey research design was appropriate. The researcher collected data from 142 respondents in the study area who were selected using simple random and purpose sampling and questionnaires together with an interview guide were used to collect data from study subjects. The study found that seventy-six per cent of the respondents agreed with the opinion that routine supervision has significantly improved the quality of patient care at this health centre whereas 5% were in disagreement with the idea and only 19% of the respondents were not sure whether routine supervision has significantly improved the quality of patient care at this health centre. Additionally, study findings also showed ninety-two per cent of the respondents were in agreement with the opinion that performance improvement initiatives have improved patient satisfaction at Namatala Health Centre IV and those who disagreed represented 5%. 3% of the respondents were not certain whether performance improvement initiatives have improved patient satisfaction at Namatala Health Centre IV. The study recommended that authorities in Namatala Health Center IV should develop a structured schedule for spot supervision visits to ensure they occur more frequently and predictably. This would help maintain consistency and reliability in the supervision process. Furthermore, the authorities in the Health Center should provide comprehensive training for supervisors to improve their skills and effectiveness. Training should focus on best practices, communication skills, and methods for providing constructive feedback. They should also introduce standardized protocols and checklists for supervisors to use during their visits. These tools will help ensure that clinical guidelines and protocols are consistently followed.Item Corporate Governance and Service Delivery in Public Intitutions of Uganda: A Case of Uganda National Roads Authority, Mbale City Branch(Uganda Christian University, 2024-07-29) Glory Tabitha AjilongThis study examined the effect of corporate governance on service delivery in public service organizations taking Uganda National Roads Authority as a case study. The study explored how accountability, transparency and decision making processes in UNRA have affected her services delivery. A total of 256 respondents, including 14 key informants from top management and 242 non-management employees, participated in the study. Primary data was obtained using a questionnaire and a structured interview guide and secondary data from public reports. Data was analyzed using descriptive and inferential quantitative as well as qualitative methods. The findings have revealed that: Accountability, transparency and participatory decision making, practices that originated from profit oriented organizations can increase services delivery in public organizations. These aspects increase organizational effectives and employee engagement. This promotes efficiency and effectiveness in resources utilization and goals achievement. In UNRA, these practices were not fully implemented due lack of commitment among top management, weak monitoring and supervision by the Board and central government. This scenario eclipsed service delivery objectives leading to low organizational commitment among employees. The result was low job performance among employees and subsequently poor service delivery. The study recommends that: UNRA develops an organizational culture that promotes strong organisational commitment to accountability and transparency. There is need to have a strong governing board that is able to regularly monitor the performance of top management against key resultant areas of their job descriptions. The central government ministry responsible for the oversight of this organization should step up her supervisory role to ensure effective governance in this organisation.Item EFFECT OF SOCIAL SUPPORT ON THE UTILIZATION OF MATERNAL HEALTH SERVICES AMONG TEENAGE MOTHERS IN NORTHERN DIVISION , MBALE DISTRICT(2024-09-13) NAMATAKA ALICEABSTRACT Despite of a wide range of maternal health services available, many teenage mothers suffer from prenatal and post natal complications. This explains high incidences of mortality and infant deaths. This study assessed the effect of social support on utilization of maternal health services among teenage mothers in Northern Division of City, Mbale district. Specifically the study investigated the To investigate the effect of socially based emotional support on utilization of maternal health services among teenage mothers and the effect of physical support on utilization of maternal health services among teenage mothers. The study also determined effect information support on utilization of maternal health services among teenage mothers in Northern division of Mbale City. The study used cross-sectional design to analyze data from the study area with the help of both qualitative and quantitative methods. The researcher collected data from 80 respondents in the study area who were selected using simple random and purpose sampling and questionnaires together with interview guide were used to collect data from study subjects. The study found that socially based emotional trust improves utilization of maternal health services by teenage mothers and socially based emotional empathy improves utilization of maternal health services by teenage mothers. Findings also revealed that socially based emotional support help to promote love and improves utilization of maternal health services by teenage mothers and socially based emotional help to reduces worry and improves utilization of maternal health services by teenage mothers. Additionally, study findings showed that physical support include taking teenage mother to hospital enhance utilization of maternal health services and physical support include helping in household chores to teenage mother enhance utilization of maternal health services. Also providing financial support to teenage mother is part of physical support and enhance utilization of maternal health services and physical support includes directive guidance, such as information, advice, constructive feedback, and affirmation about the teenage mothers’ health. Further, findings indicate that information support includes nutritional support for teenage mothers can help to promote uptake of maternal health services and information is good for diagnosis, treatment and guidance improves response to maternal health services by teenage mothers. Informational support is most beneficial for a controllable event (e.g., preparing for childbirth) help to promote maternal health services by teenage mothers and information support may decrease the impact of negative life events on health outcomes. The researcher recommended provision of a wide range of maternal health services and promote universal access including undertaking community mobilization to increase utilization.Item EFFECT OF CHILD ABUSE ON ACADEMIC PERFORMANCE OF STUDENTS IN BUNGOKHO SECONDARY SCHOOL, BUNGOKHO SUB-COUNTY, MBALE DISTRICT(2024-09-02) MASAWI FORTUNATEABSTRACT The study determined the effect of child abuse on academic performance of pupils among primary schools in Bungokho Secondary School, Bungokho Sub-County Mbale Municipality Mbale District. The study was guided by the research objectives which included; establishing the effect of sexual abuse on academic performance of pupils in Bungokho Secondary School, Bungokho Sub-County Mbale District, determining the effect of physical abuse on academic performance of pupils in Bungokho Secondary School, Bungokho Sub-County Mbale District and assessing the effect of emotional abuse on academic performance of pupils in Bungokho Secondary School, Bungokho Sub-County Mbale District. The study used a case study strategy which was Bungokho Secondary School, Bungokho Sub-County Mbale District and an explanatory research design. To achieve the set objectives the study used simple random sampling and purposive sampling in sample selection. A sample of 109 respondents was selected from a population of 150 who comprised of head teachers, parents, opinion leaders, senior women teachers, and local authorities. The study revealed information on the effect of sexual abuse and academic performance of pupils, it was found out that sexual abuse leads to poor academic performance, watching pornographic movies leads to poor academic performance. About physical abuse and academic performance of pupils, the study revealed that corporal punishment instills fear among pupils, injuries inflected on pupils through beating leads to poor academic performance and good treatment of students leads to better academic performance. And about the effect of emotional abuse and academic performance of pupils, the finding revealed that discrimination among pupils affects their academic performance, and pupil’s run dropout of school due to emotional abuse. In conclusion therefore, the study revealed that watching pornographic movies, corporal punishment, sexual harassment, physical injuries, discrimination and lack of parenting affect pupil’s academic performance. Recommendation, the researcher recommends the victims of child abuse should be and arrested, imprisoned and strict laws and regulations should be put in place.Item Effect of Corruption on Social Service Delivery in Public Institutions of Uganda: The Case of Mbale District Local Government(Uganda Christian University, 2024-10-10) Doreen Anthony SaanoThe study explored the effect of corruption on the social service delivery in Mbale district local government (BDLG). Also the specific objectives of the study were; to examine the relationship between bribe, nepotism, favouritism and service delivery of BDLG. A cross section research was carried out which involved the use of quantitative analysis. Data was collected by the use of questionnaires and interview guides. The study sampled 80 respondents from four sub counties out of 100 of targeted populations. The sample size was determined using Sample size determination (Krejcie & Morgan, 1970). Data was analysed using SPSS. 16. Oversion. The data was analysed using both descriptive and inference statistics where it concluded about the variables with respect to the objectives. The coefficient of correlation between corruption and social service delivery was positively low (0.0 187). The study further found out that there was a negative relationship between corruption and social service delivery. The researcher recommends the government to always carry out department4l performance reviews and the ministry should carry out an assessment of the procedures/processes with the aim of identifyingItem EFFECT OF DECENTRALIZATION ON HEALTH SERVICE DELIVERY IN LOWER LOCAL GOVERNMENT A CASESTUDY OF KASODO HEALTH CENTER III KASODO SUB-COUNTY, PALLISA DISTRICT(2024-09-27) DUCHU PATRICKAbstract Ferlic & Steane, (2022) found out that in earlier centuries when little was known about the causes of diseases, societies tended to attribute illnesses to witch craft and resignation, and on this note, few public health actions were taken. As understanding of sources of contagion and means of controlling diseases became more refined, more effective health interventions against health threats were developed and the move towards decentralization started evolving especially with the emergence of the New Public Management (Manning, 2021) and Public organizations and agencies were formed to employ newly discovered interventions against health threats. It is important to note that the transformation of the territorial structure of Government, its decentralization, particularly the introduction of territorial self-Government was considered an essential task in the process of rebuilding political and administrative systems in Central and 2 Eastern Europe after 1989 and the reforms of the territorial Government followed closely after the collapse of the Communist regimes and after the transformations of the constitutional bodies and Central Governments in 1990 (Batley & Larbi, 2014). This was intensified with intensions of extending power, public services, and generally public administration near to the locals through a scientific approach, through this approach, public authorities expanded to take on new tasks, including sanitation, immunization, regulation, health education, and personal health care (Chave, 1984; Fee, 1987). Since the 1980s, a great number of Countries, developed or developing, have been embarking on improving the quality of public service delivery through decentralization whereby legally Uganda embraced the move in 1997 through the enactment of the Local Government Act, 1997 (The Government of Uganda, 1997).Item EFFECT OF DECENTRALIZATION POLICY ON HEALTH SERVICE DELIVERY IN NORTHERN DIVISION, MBALE CITY.(2024-10-12) SEBEI ERICImproving health service delivery is one of the most serious challenges affecting people and their government and less attention have been given to the effect of decentralization policy in improving health service delivery. The purpose of the study was to examine the effect of decentralization policy on the delivery of health services in Northern Division of Mbale City. Specifically, the study assessed the effect of political decentralization and fiscal decentralization and health service delivery in Northern Division of Mbale City. It also established the effect of administrative decentralization and health service delivery in Northern Division of Mbale City. The study used cross sectional design to present data with the help of both qualitative and quantitative and qualitative techniques. Data was collected data from 80 (Eighty) participants in the study area using questionnaires and interviews guides and study participants were selected through simple random and purposive sampling. Quantitative data was analyzed using descriptive and inferential statistics (Mean and standard deviation) while qualitative data was analyzed thematically using illustrations and illustrations. Findings show that there exists citizen’s particular through democratic process there is always quality interaction between residents and local as this was indicated in the study finds and budget preparations are always participatory in nature citizens through their elected leaders have more powers in decision making and this was mentioned by participants in the study. Also it was found that there exists accountability within the division local government as found by the study local citizens are in position to hold local decision-makers accountable for their actions. Findings further revealed that the division council has authority over revenue collection and this was indicated in the study findings and there exist adequate fiscal transfers from the central government to the urban council also, the division council sets the tax bases from which it generates revenue and there exists a variety of tax bases from which the division council raises tax revenue and this was according to the study findings It is true according to the findings that there exists a variety of tax bases from which the division council raises tax revenue. Further, findings show that it was revealed from the study findings, the division council enjoys corporate status and powers to secure its own resources to perform its functions and the division council has developed guidelines for community capacity building for effective participation and monitoring and this was indicated in the study. Other findings indicate that there exist established health committees with an appropriate gender balance to handle health related issues as revealed in study findings and also, the division council remains fully accountable to the central appointing office while performing its functions as well as employees are responsible and expected to give an account for outcomes for the portion of the work directly under their control. Employing a descriptive research design, the study utilized mixed methods to gather comprehensive data on household income's influence on academic performance and students' economic status on educational aspirations. The findings underscored the significant influence of household income levels on academic performance and the nuanced relationship between economic status and educational aspirations. While supporting existing theories, the study revealed contrasting perspectives and uncertainties among participants, highlighting the need for tailored interventions to support students from diverse socioeconomic backgrounds. Furthermore, the investigation shed light on the complex interplay of school-related factors and academic performance. While some aspects aligned with expectations, others revealed disparities and contrasting perspectives. These findings emphasize the importance of tailored interventions and further research to address multifaceted school environments' impact on student outcomes. Recommendations drawn from the study's conclusions include investing in diverse learning resources to bridge resource disparities, enhancing teacher-student interactions through training programs, and prioritizing infrastructure improvements to create conducive learning environments. The study concentrated on three specific objectives of: To find out how assignment of expenditure responsibilities affects Service Delivery in Industrial City Division in Mbale City, to analyze the effect of local Taxes on Service Delivery in Industrial City Division in Mbale City, and lastly to evaluate the role of inter-governmental transfers on service delivery in Industrial City division in Mbale City. The study used a descriptive research methodology and used a mixed research approach. The study considered a sample size of 110 respondents. Study findings concluded that expenditure has an effect on services delivery, that there is Political influence in allocation that Local Governments need more powers on expenditure, that Local Governments are responsible for budgeting for services, that Local taxes increase demands for services, that Local governments do not generate adequate revenue, that Local revenue is highly misappropriated and diverted, that Government transfers are aimed at improving service delivery. The study recommends that: There should be more investments by Central Governments to lower local governments to ensure effective service delivery and lastly that there is need for the local Governments to improve on revenue collection and management.Item Effect of Gender Discrimination on Women’s Participation in Development Activities in Bumbo Town Council, Namisindwa District(Uganda Christian University, 2024-07-16) Shamimu NabulobiThis research report was undertaken to examine the effect of gender discrimination on women's participation in development activities in Bumbo Town Council, Namisidwa District. It was guided by three objectives; to assess the effect of social cultural norms on women’s participation in development activities of Bumbo Town Council, to analyze the effect of gender based violence on women's participation in development activities of Bumbo Town Council, to determine the effect of economic disparities on women's participation in development activities of Bumbo Town Council. The researcher used a sample size of 63 respondents and used questionnaires and interview guide to collect data and later the data was analyzed using the statistical package for social sciences (SPSS). Results of the first objective showed that social cultural norms have a significant effect on women’s participation in development activities of Bumbo Town Council. Supported by the following responses; 54% were positive to the statement that social cultural norms often prioritize the education of boys over girls; 62% were positive to the statement that cultural expectations that prioritize women's care giving roles limit their time and resources for engaging in income-generating activities; 61% of the respondents were positive to the statement that cultural norms position women as passive participants in decision-making processes. Results of the second objective revealed that gender based violence has a significant effect on women's participation in development activities of Bumbo Town Council. Supported by the following responses; 56% of the respondents were positive to the statement that gender based violence limits women's opportunities for employment, reduces their earnings, and restricts their access to financial resources. Results of the third objective showed that economic disparities have a significant effect on women's participation in development activities of Bumbo Town Council. 75% were positive to the statement that unequal access to education and skill development opportunities due to economic disparities hinder women's capability to engage in development activities. The government should implement campaigns and workshops to educate communities about gender equality, women's rights, and the negative impact of violence against women.Item EFFECT OF LEADERSHIP ON ORGANIZATIONAL PERFORMANCE A CASE STUDY OF BUGISU COOPERATIVE UNION, MBALE(UCU, 2024-05-10) BIKINGI CYRUSMany contemporary organizations such as Bugisu corporative union in Mbale City are battling with performance dilemmas as achieving organizational goals is a distant dream. Although organizational performance has and is still a matter of organizational policy, performance gaps in organizations has in large measure affected operational and administrative efficiencies. This study assessed the effect of leadership on organizational performance of Bugisu corporative union in Mbale City. Specifically, the study analyzed the effect of identified the effect of autocratic and democratic leadership on organizational performance of Bugisu Corporative Union in Mbale City. It also assessed the effect of laissez-faire style of leadership on organizational performance of Bugisu Corporative Union in Mbale City. The study used cross-sectional design to present data with the help of both qualitative and quantitative methods. Data was collected from 80 study participants from the study area using self-administered questionnaires and interview guides. Simple random and purposive sampling techniques were used to select study participants. Qualitative data was from interviews was analyzed using content analysis while quantitative data generated from questionnaires was analyzed using descriptive statistics (Mean and standard deviation). The study found that an autocratic leader feels that remuneration advanced to employees for work done is a just reward and it is only the reward that can motivate an employee and stresses loyalty and obedience and are defined as those who make decisions alone and demand strict adherence to rules. It was also found that decision-making process is centralized where autocratic leaders take full responsibility for decisions and control of their followers’ performance and autocratic leaders are curious of their position and have e little trust or faith in their sublimates on top of being bossy in nature. Study findings also revealed that under laissez leadership, subordinates to complete tasks and jobs in the way they choose without adherence to any strict policies or procedures and this leadership style is one in which the leader has no belief in his own ability to supervise. Findings further show that under laissez leadership, leaders have no clear set goals towards how they may work, does not help the group in making decisions and so leaves too much responsibility with subordinates and do not use their authority and avoid taking actions. Study findings also show that laissez leadership is considered a passive and ineffective form of leadership and favors the installation of a relaxed working atmosphere; it brings down morale and reduces efficiency of the group. Other findings of the study indicate that decision making in a democratic system is not centralized and high performance is recognized and rewarded and the democratic leader allows for decision making to be shared by the leader and the group including allowing the subordinates opportunity to use their initiative and make contributions. Findings further show that employees also feel more involved and committed to projects, making them more likely to care about the end results and democratic leadership style is participative and consults employees and seriously considers their ideas when making decisions. The researcher recommended adopting effective leadership styles that enhance communication, decision making and employee initiatives. Other recommendations included improving organizational culture and resource management practices with organizations.Item Effect of Leadership Styles on Employee Performance in Sironko District(Uganda Christian University, 2024-07-25) Malvin Sarah NafunaThe research was undertaken to investigate the effect of leadership styles on employee performance in Sironko district. It was guided by three objectives; to determine the effect of autocratic leadership on employee performance of Sironko district. to analyze the effect of democratic leadership on employee performance of Sironko district, to assess the effect of coaching leadership on employee performance of Sironko district. The researcher used a sample size of 63 respondents and used questionnaires and interview guides to collect data and later the data was analyzed using the Statistical Package for Social Sciences (SPSS). Results of the first objective showed that autocratic leadership has a significant effect on employee performance in the Sironko district. Supported by the following responses; 54% were positive to the statement that autocratic leaders tend to discourage employee input and restrict creativity; 62% were positive to the statement that autocratic leaders tend to set clear expectations and provide specific directions; 61% of the respondents were positive to the statement that autocratic leadership style restricts the flow of ideas and inhibits employee creativity and innovation. The results of the second objective revealed that democratic leadership has a significant effect on employee performance in the Sironko district. Supported by the following responses; 56% of the respondents were positive to the statement that democratic leadership plays a crucial role in empowering employees and fostering their autonomy, and 80% of the respondents were positive to the statement that democratic leadership enhances employee performance in terms of creativity and innovation. Results of the third objective showed that coaching leadership has a significant effect on employee performance in the Sironko district. 62% forming the majority of respondents were positive to the statement that coaching leaders, who promote autonomy, provide support, and facilitate skill development foster higher levels of employee engagement, 51% had a positive response to the statement that coaching leadership not only directly improves employee performance but also indirectly enhances it by empowering employees. There is a need for the Sironko district to promote a supportive work environment by fostering a positive work environment by encouraging open communication, mutual respect, and teamwork. Autocratic leaders should strive to build trust and create an atmosphere where employees feel comfortable sharing their ideas and concerns.Item EFFECT OF OCCUPATIONAL STRESS ON EMPLOYEE PERFORMANCE IN INDUSTRIAL CITY DIVISION, MBALE CITY(2024-09-18) WAMBI PAULABSTRACT The study concentrated on the effect of occupational stress on employee performance in Industrial City Division Mbale City and it concentrated on the three specific objectives of: To examine the effect of overwork stress on employees‟ performance in Industrial City division of Mbale City, to find out the effect of over time stress on employees‟ performance in Industrial City division of Mbale City and to establish the effect of workplace conflict stress on employees‟ performance in industrial City Division of Mbale City. The study used a descriptive research methodology using both qualitative and quantitative. The study considered a sample size of respondents and study findings concluded that: Findings concluded that: low quality work is one of the effects of overwork stress on employee performance, that employees who want to make more money at any cost might create overtime by stalling work during the normal work day, that reduced employee motivation is an effect of stress on employee‟s performance, that overtime stress leads to anxiety and depression among employees, that increased risks of heart diseases and health complications that overworked employees suffer from low levels of initiatives and innovations, that workplace conflict stress consumes employees‟ emotional capacity, because they have limited emotional bandwidth to dedicate to thoughtful communication. The study recommend that: There should be more investments by different Governments in order to prevent work place stress and lastly that there is need for the Government to curry out sensitization programmes to different stake holders in order reduce on occupational stress challenges.
