Item A Dissertation Sudmitted to the School Of Business in Partial Fulfillement of the Requirement for the Award of a Bachelor's Degree of Procurement and Logistics Management of Uganda Christian University(Uganda Christian University, 2023-09-14) Hillary Kiza BirungiThe COVID-19 pandemic posed unprecedented challenges to healthcare systems worldwide, exposing vulnerabilities in health supply chains. This case study delves into Uganda's unique experience during the COVID-19 pandemic, offering a comprehensive assessment of the resilience of its health supply chain. The study examines critical factors that contributed to the supply chain's success or failure, encompassing a wide range of dimensions, including logistics, procurement, distribution, and stakeholder engagement. Through a mixed-methods approach, this research combines quantitative data on supply chain performance, such as inventory turnover rates and lead times, with qualitative insights gained from interviews with key stakeholders at various levels of the healthcare system. These stakeholders include government officials, healthcare providers, pharmaceutical companies, and non-governmental organizations Findings from the study not only highlight the importance of proactive planning and stockpile management but also emphasize the crucial role of adaptability and flexibility in responding to unforeseen disruptions. It underscores the significance of robust infrastructure, effective communication, and collaboration among stakeholders in mitigating the impact of a pandemic on the health supply chain. Furthermore, this research identifies specific challenges and successes within Uganda's health supply chain, drawing valuable lessons that can inform policy and practice globally. It provides practical recommendations for strengthening health supply chains to better prepare for and respond to future health crises. By learning from Uganda's experience, healthcare systems worldwide can enhance their resilience and ensure the availability of essential medical supplies during pandemics, ultimately safeguarding public health on a global scale.Item A study of logistics network design on service delivery in public healthcare systems(UCU, 2024-09-11) Namukwaya RebeccaThe study investigated the role of logistics network design on service delivery in public health systems. The objectives that guided the study include; to examine the role of decentralized warehousing, to examine the role of centralized warehousing and to identify the inventory management practices used at National Medical Stores. The study employed a cross-sectional research design that was descriptive in nature with qualitative and quantitative data. Quantitative Data was analyzed using the statistical package for social sciences (SPSS) computer system program to come up with the findings. The primary data sources were National Medical Stores along with retrospective data from archives, conducted as a cross-sectional study. The study involved 40 stakeholders, with a sample size of 36 determined using Krejcie and Morgan’s method. Stratified and purposive sampling methods were used, and data was collected through questionnaires. The study findings were presented using tables. The study findings stressed that National Medical stores have effective inventory management practices but needs improvement in technology integration and optimized distribution channels. In investigating the role of Logistics Network Design on service delivery in public health care systems, several key findings emerged. National Medical stores implemented a robust centralized warehousing System and inventory management practices with clear records of stock inflows and outflows for efficient inventory management and service delivery. However, gaps existed in the implementation of a decentralized warehousing system emphasizing the need for emergency response. In Uganda the adoption of e-procurement is at infant stage. The focus of this report is on adoption of e-procurement and value that can be achieved in public sector. The study was guided by three objectives namely, to examine the already established electronic procurement systems in the public sectors, to assess the electronic procurement readiness in public sectors of Uganda and to assess the human capital in regards to embracing e-procurement in public sectors of Uganda. The study was guided by the UTAUT theory of adoption and several works by different scholars on adoption of E-procurement in state corporations. The research methodology used in the study include the data collection techniques which focus on questionnaire as primary data collection, and secondary data collection involved books, journal and internet search engine like Google scholar. Non probability sampling was used in this study. Public sectors Limited has adopted the E-procurement system even though several procurement functions are still carried out in the traditional manual system. Some of the functions that are yet to be done through the e-procurement system include increased transparency, cost saving because of reduced paper work, easy payment, traceability of documents. E-procurement is successfully implemented through business level of transaction i.e. organization to organization and not at individual level such as purchasing vehicles online. However, this progress cannot be ignored as it enlightens and exposes individual procurement experts to some practical knowledge on e-procurement such as the e-data interchange, e-sourcing, e-payment and risk management. At the country level they have made little progress towards full application of E-procurement and more efforts are required in order to fast track the process. Chapter one consists of introduction of the variables, their scope and statement of the problem, objectives of the study, research questions and the scope of the study. Chapter two draws down the literature review of all the objectives. Chapter three narrates the methods of data collection, population size and sample size of the study population while chapter four and five crown data analysis, presentation, interpretation and discussion of research findings, conclusions, recommendations and spot areas of further research respectively. New times roman size 12 and 1.5 line spacing was used to compile this proposal. The scope of this study is restricted to the barriers of sustainable procurement in local governments in Uganda with general objectives such as highlighting the factors perceived to be the most important barriers to implementing sustainable procurement in local governments in Uganda, investigating the value or benefits of sustainable procurement practices in public sector organizations and developing proposed interventions aimed to successfully implement sustainable procurement practices. Some of the barriers of sustainable procurement include; lack of awareness, cost implication, availability of suppliers of sustainable products, tools or services, knowledge and capacity, structural and organizational change, effective supplier engagement among others. The benefits include; the control of costs through whole life costing, compliance with environmental legislation, management of risk, and competitive advantage among others. Some of the interventions aimed at successfully implementing sustainable procurement include; conducting initial training in key sustainable procurement principles and coming up with a sustainability criterion when awarding key contracts. The research was exploratory in nature and that is to say that it adopted both qualitative and quantitative methods of data collection. In qualitative, the researcher was able to analyze findings on the ground through interaction with the participants at the field in order to make the research study more meaningful while in quantitative method, the researcher presented the findings statistically in table form so as to make the analysis easy. A sample size of fifty-two (52) respondents was studied of which only thirty-seven (37) responded to the questionnaires issued to them. Fourteen respondents understood the concept of sustainable procurement while twenty-three had no idea about the concept and also didn’t observe any benefits articulated to sustainable procurement in the organization. However, the rest of the respondents stated some benefits of sustainable procurement such as; Value for money and the costs attributed to the procured products were controlled throughout its shelf life. The majority of them considered lack of top management support and sustainable procurement being a very costly venture as most important barriers to sustainable procurement. Amidst these barriers, the respondents suggested some interventions aimed at successfully implementing sustainable procurement including conducting initial training in key sustainable procurement principles and providing a sustainability criterion when awarding key contracts. The researcher discussed the results of the findings with respect to the general objectives of the study; he related his field findings with the literature review and found a good coloration between the two sets of data. He recommended these research findings to the students and all procurement practitioners, the organization and finally to the government. Three main goals drove the research: first, to examine the roles that different stakeholders played in the procurement planning process; second, to assess the effect that high-quality planning has on service delivery; and third, to determine the extent to which the choice of procurement methods affects service delivery in Wakiso District. The study's findings reveal that effective stakeholder engagement during procurement planning significantly enhances service delivery outcomes. However, challenges such as inadequate training and resistance from external stakeholders hinder the full realization of these benefits. This is consistent with Grillitsch & Rekers (2016), who argue that stakeholder involvement is crucial for successful public sector procurement but is often insufficiently addressed. Additionally, the research highlights the positive impact of quality plans on service delivery, with a majority of respondents acknowledging improvements in accountability, transparency, and the reduction of project delays and cost overruns. These findings align with Smith, & Irani (2003), who emphasize the role of quality management in enhancing project efficiency. However, the study also identifies gaps in the regular review and updating of quality plans, which Oakland (2014) notes as essential for maintaining their relevance in dynamic service delivery environments. Finally, the study assesses the influence of procurement methods on service delivery, concluding that the choice of method significantly affects the timeliness and quality of service delivery. This finding supports the argument by Thai (2001) that procurement methods must be carefully selected to align with organizational goals and service delivery requirements. In conclusion, this research underscores the critical role of procurement planning in enhancing service delivery in public organizations. It calls for improved stakeholder engagement, regular updates to quality plans, and careful selection of procurement methods to optimize service delivery outcomes in Wakiso District. Using Uganda Christian University as a case study, this study looked at the limitations impacting procurement procedures in private companies and how they affect operational effectiveness. The study focused on budgetary limitations, organizational design, and regulatory compliance. Budgetary restrictions were observed to frequently result in trade-offs between cost and quality, which had an impact on decision-making and procurement schedules. It was discovered that the organizations decentralized procurement procedures contributed to delays and inefficiencies. In addition, it was observed that delays were introduced by legal compliance and regulatory requirements because of the stringent documentation and approval procedures. The study aimed at identifying these constraints and evaluate their impact on procurement performance to suggest ways to improve procurement practices. Using a cross-sectional design, the study combined quantitative and qualitative methods, gathering data through questionnaires, interviews, and observations from a sample of 44 employees out of a total population of 655, selected via stratified sampling. Primary data was collected through direct observations and structured and semi-structured interviews. The study ensured validity by maintaining a Content Validity Index (CVI) of at least 0.70 and upheld reliability through consistent data analysis methods.In chapter four, the data collected is presented, analyzed, and interpreted using tables, pie charts, and bar graphs. Key findings reveal that budgetary limitations lead to compromises in procurement quality and efficiency, while the organizational structure affects the implementation of strategic procurement initiatives. Although regulatory compliance is crucial, it adds to delays and inefficiencies. Employing a descriptive cross-sectional research design, the study aimed to evaluate the roles of electronic tendering, e-invoicing, and e-payments in enhancing supply chain efficiency and effectiveness. A sample of 45 employees from the procurement department and other related departments were selected through stratified random sampling, and quantitative data was collected using structured questionnaires and data analyzed using SPSS. The findings indicate that electronic tendering significantly enhances supply chain performance by increasing efficiency, reducing costs, and fostering competitive bidding. Despite these benefits, some challenges related to procurement cycle times and communication persist. Electronic invoicing has also demonstrated a positive impact, particularly in streamlining payment processes and improving cash flow management. However, the effectiveness of electronic invoicing in reducing errors and disputes with suppliers varies across organizations. Electronic payments have contributed to faster transactions, improved administrative efficiency, and enhanced financial security, though issues related to transaction accuracy and cash flow management remain. The study concludes that while electronic procurement systems offer considerable advantages in operational efficiency, cost-effectiveness, and supplier relationships, there are areas for improvement. Recommendations include enhancing system integration and user training for electronic tendering, fully integrating electronic invoicing systems into financial workflows, and addressing challenges associated with electronic payments. These measures will help organizations fully capitalize on the benefits of electronic procurement and achieve more consistent performance improvements in their supply chains.Item Effect of electronic procurement systems on organizational performance a case of DHL Uganda.(Uganda Christian University, 2024-09-11) Karuhanga EdwardThis is a theoretical research report based on the review of the effect of electronic procurement systems on organizational performance using a case of DHL Uganda. The study sought to achieve three specific objectives that are; to analyze the effects of e- tendering systems on organizational performance, to determine the effect of e- invoicing systems on organizational performance and to assess the role of e-payment systems on enhancing organizational performance. This research therefore assesses how these technology systems enhance operational efficiency, cost reduction and process optimization Using a cross sectional research design, the study incorporated the mixed method approach i.e. the qualitative and quantitative analysis of procurement data so as to get results. Structured questionnaires were handed out to 49 employees to gather data but only 40 of them managed to respond. The results showed a positive relationship between electronic procurement systems and organizational performance. These results indicate that the e-payments systems streamline financial transactions, reduce costs and improve customer satisfaction. E-tendering systems notably promote transparency, reduce transaction costs in the procurement process and strengthen supplier relationships while e-invoicing improves accuracy, reduces operational costs and strengthens supplier relationships. The findings also present valuable recommendations and practical insights for professionals and organizations aiming to implement the systems to optimize procurement processes on how to maneuver the challenges that may come along.Item Effective Fleet Management and Performance of Private Organisations Case Study of Bollore Logistics Limited(Uganda Christian University, 2024-06-12) Neria TwinomugishaFleet management is the use of a set of vehicles in order to provide a service to a third-party, or to perform an activity internally in an organization, in the most efficient and productive manner with a determined level of service and cost. The main purpose of this study was to investigate the effect of fleet management on organization performance from the perspective of employee the case of Bollore Logistics Ltd. The study sought to explore the impact of fleet management on the organization’s performance in Bollore Logistics Ltd. The study was guided by the objectives that included to find out the relationship between vehicle tracking and the organizational performance of Bollore Logistics Ltd, to establish the relationship between vehicle fuel management and organizational performance of Bollore Logistics Ltd and to find out the relationship between driver management and organizational performance of Bollore Logistics Ltd. The study population comprised 107 participants that were drawn from selected departments at Bollore Logistics Ltd. A total of 102 questionnaires were successfully returned to yield a 98% overall response rate. Findings deduced from the study proved that a positive correlation existed between fleet management and organization performance. This research work determined the effect of outsourcing strategies (back office activities, primary activities, accounting activities and supporting activities) on organizational performance. A well-designed, self-administered questionnaire was utilized to collect primary source data, and respondents were chosen using a stratified random sample procedure. Since cost savings and restructuring lead to improved customer service at a profit, this study advised organizations to increase their use of outsourcing strategies. In an era of global supply chains and increasing competition, organizations are recognizing the strategic importance of supplier relationships. This study delves into the specific strategies and practices employed by Hema Beverage Limited to manage and develop its supplier base and examines how these practices influence key performance indicators. The research methodology utilized a mixed-method approach, combining surveys, interviews, and an in-depth analysis of company records. Key performance metrics such as cost efficiency, quality improvement, and delivery reliability were employed to evaluate the organizational performance. The findings reveal a strong positive correlation between Hema Beverage Limited's supplier development management practices and its overall performance. Hema Beverage Limited's proactive approach to supplier relationship management, encompassing collaborative initiatives, supplier training programs, and a continuous improvement culture, has resulted in tangible benefits. These include enhanced product quality, cost savings, and improved delivery schedules. Consequently, the company has experienced increased customer satisfaction and strengthened its competitive position in the market. In conclusion, this study highlights the critical role of supplier development management practices in shaping the organizational performance of Hema Beverage Limited in Uganda. The lessons derived from this case study can serve as valuable insights for businesses operating in similar contexts, emphasizing the significance of fostering strong supplier relationships to drive improved performance and sustain growth in competitive markets. As Hema Beverage Limited continues to invest in supplier development, it is well-positioned to maintain its leadership in Uganda's beverage industry.Item Electronic Government Procurement Systems in Solving Precedent Public Procurement Problems(Uganda Christian University, 2023-09-08) Komakech Kenneth OloyaThe study examined the Electronic Government Procurement system(E-GP) on solving procurement problems in Public Procurement drawing empirical evidence from the Ministry of Water and Environment(MoWE), Luzira Kampala Uganda. The study was based on the following study objectives: to investigate transparency under E-GP system, to investigate the efficiency of procurement processes under the E-GP system and to analyze contract management under the E-GP system in the Ministry of Water and Environment (MoWE), Luzira Kampala, Uganda. The study adopted a descriptive cross sectional survey design where both quantitative and qualitative approaches where used. In this study, a total number of 74 respondents were expected but 49 respondents returned the survey instruments representing a response rate of 79.3%. The data was collected using questionnaires and interviews and quantitative data analysis was done using Pearson correlation coefficients. Qualitative analysis was done using content and thematic analysis. Findings revealed that there is a positive significant relationship between the E-GP system and transparency in purchasing at the Ministry of Water and Environment(MoWE) at r=271*. There is a positive significant relationship between the E-GP system and efficiency in public procurement processes at r=.271* and lastly, there is a positive relationship between contract management and the Electronic Government Procurement system at r=0.786. Conclusively: The adoption and implementation of the E-GP system in the purchasing procedures in the Ministry of Water and Environment(MoWE) has significant solved its underlying procurement issues by increasing transparency in procurement activities in the entity whereby all the concerned stake holders clearly have visibility of procurement information which is availed to them on the E-GP system. The system has notably increased the efficiencies of the purchasing activities in the entity as it has significantly reduced costs and enhanced the speed of the stages associated with purchasing in the entity. The E-GP system has reduced unnecessary administrative reviews hence increasing the rate at which projects and purchasing activities are executed in the entity. The E-GP system has also embedded smart contracting in the entity as most of the important stages of the contracting process-oriented and executed on the E-GP platform.Item Electronic Procurement and Supply Chain Management: A Case of Aquantuo Company(Uganda Christian University, 2023-09-20) Paul AnapaThe study looked into the electronic procurement and supply chain management of AQUANTUO Company, with the different electronic procurement technologies it uses. It especially examined the connection between the different types of electronic procurement technologies the supply chain that improve the performance of the company, and the effects of these technologies on AQUANTUO Company supply chain management. A case study methodology and a quantitative approach were used in the investigation. 15 respondents made up the study's target group, while 15 respondents were chosen at random for the sample size. The sample was chosen using both intentional and accidental sampling methods. As the main sources for data, primary and secondary sources were investigated. The study’s instruments for collecting data included the questionnaire and the interviews. The researcher then used SPSS to evaluate the data and create frequency tables on which the data was displayed. According to the results of objective 1, adequate competency of the external service provider improves financial performance. The results of goal two revealed that the use of electronic procurement can boost the supply chain management of the companies since it guarantees that the candidate hired for a position genuinely understands what to do, which boosts supply chain management. According to the findings of goal three, AQUANTUO COMPANY’ supply chain as been severely unstable in fulfilling the faster needs of their customers, It was found that better electronic procurement technologies should be adopted in the company to enhance quick movement of the goods and customer service. The study came to the conclusion that the proper adoption of these new electronic procurement technologies can possibly boost the management of the company supply chain. This was ultimately determined that AQUANTUO supply chain had been negatively impacted due to the old forms of technology that were being used in the company’s supply chain. The core strategy centered on the utilization of electric, hybrid, or alternative fuel vehicles, leading to a reduction in emissions, a minimized carbon footprint, and decreased operating costs. To further optimize fleet performance, this approach encompassed the integration of efficient route planning, diligent maintenance protocols, and comprehensive driver training. By seamlessly merging these eco-friendly technologies with streamlined operational methodologies, the adoption of a sustainable fleet distinctly enhanced overall efficiency while simultaneously making positive strides toward environmental preservation and economic advancement. This study explored the implementation of sustainable fleet management as a means to enhance transport efficiency. The objectives of this research were threefold: firstly, to identify the diverse benefits stemming from the integration of sustainability practices within fleet management to bolster transportation effectiveness; secondly, to compare the various methods and procedures of sustainable fleet management and analyze their respective impacts on overall transportation efficiency; and finally, to scrutinize the challenges encountered by companies during the adoption of sustainable fleet management practices. The study aimed to explore the role of waste reduction management, green transportation, and energy efficiency in enhancing market performance. The study integrated qualitative and quantitative research approaches using a mixed methods approach to thoroughly investigate these tactics. Interviews were used to gather data from 40 employees in different departments, guaranteeing a varied representation of viewpoints.
